BOARD MEETING MINUTES
11:30 AM, February 1, 2016

I.     Call to Order – K Brinson, Chairperson

K Brinson called the meeting to order at 11:36 a.m. and stated that a quorum was present. With no corrections, the agenda was adopted. K Brinson also asked for any possible Conflict of Interest concerning the agenda. With none being heard the meeting continued.

K Brinson stated that the board needed to elect a vice chairperson.

K Brinson motioned to accept Scotty Henley as vice chairperson. L Daniels seconded. Motion passed unanimously.

K Brinson asked for a motion to accept the January minutes that were previously sent to the board.

M Zapp motioned to accept the January minutes as presented. R Childrey seconded. Motion passed unanimously.

II.     F
inances - January Financials - D Bailey-Taylor

Month-to-Date Revenue for January was $80,673.37. Month-to-Date Operations were $65,242.61. Net Income for the month was $15,430.76. Year-to-Date Revenues were $614,247.60. Year-to-Date Operations were $472,267.80. Year-to-Date net income was $141,979.80. The December county revenues were $59,185.39. Smithfield’s December Revenues were $18,758.54. Selma’s December Revenues were $8,180.34. Kenly’s December Revenues were $2,070.87. Benson’s December Revenues were 719.74. DB Taylor stated that revenues were up for the county this month and all towns compared to last year.

III.    Executive Committee - K Brinson

K Brinson stated that Rosa Andrews had been appointed as the Marketing Chairperson. It was also noted that DB Taylor was in the process of completing the recommended changes to the Bylaws & Operating Procedures and the Personnel Policy & Procedures Manual. Once the changes have been reviewed by the Executive Committee, they will be sent to full board for a final review.

IV.     Special Projects - E Brame

Next meeting will be Wednesday, March 9, 2016 at noon.

V.      Marketing Committee - S Henley

Next meeting will be Tuesday, February 16, 2016 at noon.

VI.     Sports Council Committee

J Godfrey stated that the Sports Council had met on January 20, 2016. Godfrey shared an overview of the meeting, pointing out that the commissioners asked DB Taylor to put together a job description and expectations of the proposed full time Parks and Recreation Manager position and present this at the commissioners March 4th planning session. It was also mentioned that the Johnston County Planning/GIS department is working with NC DOT on placement of signage for the newly developed bike routes. The next meeting will be Wednesday, March 16th at noon.

VII.     Staff Report

D Bailey Taylor shared an overview of the staff report. Some of the highlights of the month include: Meeting with Galot Motorsports Park about their opening on March 24th and the plans to have banners for hotels in Johnston County at the track. The 301 Endless Yard Sale is expanding this year into Godwin, in Cumberland County. Buffalo Wild Wings has opened in Smithfield. Chamber banquets were attended last week and orientation lunch was held for new board members: Randy Capps and Rick Childrey. DBT shared a mid-year status report on Capital Grants Projects. The next board meeting will be a retreat on March 2nd from 9am-2pm. Chris Cavanaugh will return as the speaker to share what we have accomplished since the 2013 marketing audit and present information about the county branding project.

VIII.    New Business

K Brinson thanked Linda Carroll from WTSB for attending the meeting.

J Godfrey discussed the upcoming Connect NC bond referendum on the March 15 primary ballot how it supports the Johnston County Community College and dollars for recreation like the Mountains to the Sea Trail.

E Brame made a motion that the JCTA goes on record in support of the Connect NC bond. Second J Godfrey, motion passed unanimously.

Other county-wide announcements of interest to the group:

J Godfrey announced a new Energy Power Drink manufacturer is opening in Clayton, and Novo Nordisk is hosting their ground breaking on March 26.

Kenly 95 Truck Stop opened the new Taco Bell/Pizza Hut restaurants in the food court on February 1 and the East Coast Jamboree & Truck Show will be held May 12-14.

The Country Inn & Suites is expected to open in late February in Smithfield.

In Benson, M Zapp announced the McDonald's will be torn down and rebuilt in the next few months. Galot Motorsports will host the Professional Drag Racers Association event in September and the Monster Jam event that month as well. Enoch Winery will be re-opening the meeting facility for weddings and social events. Broadslab Distillery is also expanding with a meeting facility for weddings and social events, to be located down by the distillery.

IX.      Old Business

Meeting adjourned at 12:08 pm for a luncheon meeting with the Johnston County Commissioners. K Brinson and DB Taylor presented the 2015 Annual Report to the commissioners with accomplishments, project highlights, and the financial report. Commissioner Braswell announced he is pleased to continue discussions with the Tourism Authority on the Parks & Recreation Master Plan and Commissioner Godwin noted tourism revenues were strong and growing.
